This past month marked a historic change for camping ministries across Texas. Governor Greg Abbott has officially signed into law two landmark pieces of legislation: the “Heaven’s 27 Camp Safety Act (SB1)” and the “Youth Camper Act (HB1).” These new laws were written in response to the unimaginable tragedy at Mystic Camp, where a historic flood claimed the lives of 27 precious young girls. Their memory will forever be honored as Heaven’s 27.
First, our hearts and prayers go out to the families who suffered this devastating loss. The pain and grief they carry is beyond measure, and we stand with them in spirit as they call for change and accountability in our industry by improving emergency preparedness and response.
Second, these laws were created to ensure that no camp in Texas ever faces such preventable circumstances again. While Mystic Camp operated under provisions that allowed them to be in a flood zone with an emergency plan that is in question, the new legislation closes those gaps and raises the bar for every camp in Texas.
At Ceta Canyon, we are proud to have a long-standing tradition of thorough and encompassing emergency planning. However, these laws introduce new requirements that go above and beyond our existing practices. The intent is clear: to make sure your children, our staff, and our volunteers are safer than ever before.
The laws mandate that all 1,100 camps in Texas must be fully compliant by April 2026 in order to receive the necessary license to operate. The legislation is explicit—no leeway will be given. Compliance will involve administrative, structural, operational, and equipment upgrades. Each of these mandates requires us to bring in contractors and subject-matter experts to ensure every box is checked.
We are committed. We are prepared. And we will tackle each challenge head-on to secure licensure for 2026 and beyond.
